Monitoring and Streamflow Manager

LOCATION: Missoula, MT
POSITION TYPE: 40 hours/week; salaried; exempt
PAY: $60,000 – $65,000 (Depending on Experience)
START DATE: January 2027

Summary: The Monitoring and Streamflow Manager will work collaboratively as part of CFC’s Restoration and Flow Teams to support instream flow monitoring and restoration projects in the Clark Fork River watershed.  This position will coordinate all aspects of CFC’s streamflow monitoring program and ensure that CFC’s owned and leased water rights are measured, monitored and enforced as needed to protect streamflows throughout the watershed. The Monitoring and Streamflow Manager will oversee one or more temporary monitoring technicians hired during the annual field season (May-September).  

The Monitoring and Streamflow Manager will work closely with CFC’s Flow Team to assist with existing and new instream flow projects, securing change-of-use authorizations from Montana DNRC for instream flow purposes. Other flow project activities may include, but will not be limited to pursuing water rights purchases, temporary leases, and water conservation or efficiency projects.

Essential Functions:

  • Monitor streamflow, including travel to, installation and removal, monitoring, and documentation of streamflow at CFC project sites in the Bitterroot, Blackfoot, Ninemile, Grant Creek, and Upper Clark Fork watersheds. 
  • Communicate with landowners frequently to get permission to access sites  
  • Use Microsoft Excel and Word to keep data organized and to complete data entry, build hydrographs, create maps, conduct analysis, and perform annual reporting. 
  • Oversee seasonal streamflow technicians.
  • Provide GIS map-making support for CFC’s water rights change applications, grant applications, and general communications, including performing geospatial analysis, managing and organizing data, and maintaining licensing and software access for staff.
  • Perform stream assessments, landowner outreach, and data analysis to identify specific watershed restoration needs in priority CFC tributary streams.
  • Complete monitoring reporting and invoicing (including management of external grant deliverables and/or task orders).
  • Assist CFC Project Managers in identifying high-priority actions for instream flow enhancement and other restoration opportunities that achieve a range of CFC goals, including improved streamflows, enhanced water quality, sustainable agricultural production, and community development.
  • Conduct water rights due diligence and research and assist with water right change applications with Montana DNRC.

Other Responsibilities:

  • Complete timesheets on a daily basis and expense reports on a monthly basis. 
  • Maintain organized program equipment and supplies. 
  • Perform other duties and responsibilities as requested with a sense of humor and team spirit.  
  • Display a commitment to and professional enthusiasm for CFC’s work to protect and restore the Clark Fork River watershed.

Desired Qualifications and Skills:

  • B.S. and/or M.S. in hydrology, water resources, engineering, or related sciences.
  • Applied understanding of water rights, irrigation practices, and watershed hydrology.
  • Experience measuring stream flows in the field, building rating curves, and developing representative hydrographs.
  • Experience with data management, including spreadsheets and data visualization.
  • Experience working with Montana’s water rights change-of-use process.
  • GIS and/or cartography skills preferred.
  • Ability to work with diverse types of people.
  • Ability to work independently and as part of a team.

Compensation and Benefits:

  • Salary: $60,000 – $65,000 per year depending on qualifications and experience
